Saturday, January 30, 2010 at 10:21PM Tonight I sent an email to the Raleigh City Manager about the horrible service that is provided by Capitol Area Transit here in the city of Raleigh. Below is the text of my email...
Mr. Allen,
I hope you are the person to write to about an ongoing issue with Capitol Area Transit.
I've been an almost daily rider of CAT buses for the past five years and in that time I have hardly ever known the buses to run on time. There have been two "schedule adjustments" over the past five years that were supposed to improve "on-time performance" but all that happened both times were that the buses ran just as late (if five minutes were added to a schedule then instead of now being on time it just ran five minutes later than the posted schedule time point). A typical example would be the 15C route, Trawick Connector. It's supposed to be at the intersection of Brentwood and Capitol five minutes before the inbound 1 Capitol Blvd bus passes through the intersection. However, every single day that bus runs late. It doesn't matter if it's a week day or weekend, if there is heavy traffic or light traffic, good weather or bad weather. It always runs late, no matter what. I've been a daily user of that route for going on two years now and it has not run on time once. The only reason other riders and myself have made it downtown in time to catch any of our other buses is due to the fact that the Capitol route typically runs anywhere from 10 to 15 minutes late itself, every single day. When one calls into the CAT phone number typically the person answering acts dismissive or claims, "I don't know."
Frequently bus drivers will "park" their bus on the side of the road and go into stores or businesses along their routes, which makes that bus run even more late. At other times a bus will pull into Moore Square already five or more minutes late and the driver will get off the bus to pull out their cell phone and smoke a cigarette and become either rude or defensive when questioned by riders on the late departure. I can understand a bathroom break, everyone has to go at some point, but to just stand outside having a smoke and phone conversation after all ready pulling up late is inexcusable under any circumstance.
Too many times I've heard people say the same things and it's a bit of a running joke among us regular riders. If a CAT bus runs on time that's the day to buy your lottery ticket, you're that lucky. What I think many at CAT fail to understand is that for a great many people who ride the bus it's our only way to and from our places of employment. After a while bosses get tired of hearing, "I'm sorry I'm late sir but the bus was running late," when it's happening multiple times a week.
Just this past week on Thursday the driver of the number 15 Wake Med bus was playing "tag" of sorts with a city dump truck while traveling at speed down New Bern Ave during morning rush hour. She was honking the horn and paying more attention to the people in the dump truck than the road. Ask someone to pull the video from bus 1293 on the morning of January 28, 2010, to see for yourself. I cite this example to you in order to stress the nature of the problem. The drivers never seem to be disciplined for anything. I have had CAT supervisors on duty at Moore Square take my phone number and other contact information and then promise to follow up on any issues. I have yet to hear from anyone yet.
I find it terribly sad that the capitol city of North Carolina cannot seem to field an efficient public transit option while the laughing stock of city government just down the road in Durham runs one of the best transit operations in the state.
I honestly don't expect anything to come of this as I'm certain I cannot be the first person to write to anyone at Raleigh city government about this issue. Mainly I had to vent my spleen.
